黄均（1914-2011），号懋忱，祖籍台湾淡水，福州候官县台江圣王庙金墩街人，1914年7月6日生于北京。著名工笔人物画画家、美术教育家。黄均自幼酷爱绘画。新中国成立后，黄均先后担任中央美术学院讲师、副教授、教授。
黄均从事绘画艺术和教学迄今70余年。文学和绘画是不可分割的，诗中有画，画中有诗。他经常以此告诫青年学生。黄均在继承和发扬我国工笔重彩的传统技法，描绘人们所熟悉的历史人物和传说故事方面，取得了卓越的成绩。他又努力探索创新，以传统技法表现当代题材，成就也很可观。他兼善山水、花鸟和界画皆有独特风格。
斜倚雕栏敛翠眉，竹荫满院沁诗脾。潇湘妃子多愁绪，惟有簷前鹦鹉知。方纪同志欣赏，己未秋八月作于首都之六宜楼，黄均。
